Global Mapper is a GIS tool that can be used for map data format conversion. The basic product is available direct from Global Mapper: www.globalmapper.com. 

The Global Mapper Plug-in, when used with Global Mapper, allows conversion from most custom map data formats into the ATDI binary in-line format.
